I request the use of the "configuration" project name space and maintainership of the module.

Reasons:
-- Current project only has one commit which was in 2009.
-- Only 2 sites showing as using this module.
-- We have a module that would be great to use this namespace: see Configuration sandbox

Per Dealing with abandoned projects, please, respond within 2 weeks of this post.

Hello,

I am the current maintainer of the configuration project.

I am fine with and give the OK for the project to be abandoned and the namespace taken over by a new owner.

Let me know if there is anything I need to do to assist in the manner.

Is 'changing ownership' something I'm capable of doing?

I can add maintainers, but I don't see how that would accomplish what you want.

Unfortunately not, only drupal.org webmasters can change the author of the node.

What happened to the two week waiting period?

3. Wait two weeks to give the maintainer time to respond.
4. If there is no response or if the maintainer responds and gives the ok, move the issue to the webmasters queue to bring it to the attention of someone with access to make the change.

The two weeks is only the time to give the author a chance to respond. If they respond in the affirmative, it can happen immediately.
