The Config Chef (AI Recipe Generator) is a module designed to accelerate site building by utilizing Artificial Intelligence to generate Drupal Recipes dynamically. These applications are volunters-driven, which also means it is not possible to predict when an application will be marked fixed and the applicant will get the permission to opt projects into security advisory policy. If you are licensing a project under a different license, it cannot he hosted on drupal.org. More details are given in Drupal Git Contributor Agreement & Repository Usage Policy.

Modules which are compatible with Drupal 10 and higher versions are expected to use constructor property promotion.
2. FILE: src/Form/SettingsForm.php
With Drupal 10 and Drupal 11, there is no longer need to use #default_value for each form element, when the parent class is ConfigFormBase: It is sufficient to use #config_target, as in the following code.
Using that code, it is no longer needed to save the configuration values in the form submission handler: The parent class will take care of that.
3. FILE: ai_recipe_generator.module
Drupal does not have primary and secondary hooks. Instead of that, it is preferable to use the usual description: “Hook implementations for the [module name] module”, where [module name] is the name of the module given in its .info.yml file.
4. FILE: templates/ai-yaml-preview.html.twig
Strings shown in the user interface must be translatable. That holds true also for strings used in template files.
Move all scripts (JavaScript) into a library and attach them.
5. FILE: src/Controller/RecipeChatController.php
Since that class does not use methods from the parent class, it does not need to use
ControllerBaseas parent class. Controllers do not need to have a parent class; as long as they implement\Drupal\Core\DependencyInjection\ContainerInjectionInterface, they are fine.Comment #6

Adding the sort indicator when the form is built is not necessary. For what I recall, the sort indicator is added by JavaScript code used by Drupal core.
ai_recipe_generator.services.yml
Services can be autowired starting with Drupal 9.3.x. This means that it is no longer necessary to give a list of service arguments in the .services.yml file; they will be retrieved from the constructor definition.
.gitignore
It seems the file is a copy of the file used by Drupal core, modified for the project. The effect is that some of the listed files are not even supposted to be in the project repository, and some of the files are listed when they should not. Is there any reason not to commit files like .gitattributes (which is a file used by Git) and INSTALL.txt (which could contain instructions on how to install the project)?
README.md
The Installation section should give a link to the Installing Drupal Modules documentation page. There is no need to show the commands to use to install the project, since those are already shown in that documentation page.
The file is missing some information README.md template lists.
The section names should not be all-capital-letters.
tests/src/Functional/Form/RecipeChatFormTest.php
Those are properties inherited from the parent class. Their documentation comments need to be different.
