Add filtering for left and right single and double quotes

Per discussion with @davereid in IRC today, attached is a patch to add filtering for left and right single and double quotes (entities ‘, ’, ‚ and ‛) in pathauto_punctuation_chars(). Dave got the code from the W3 site. The patch is against the current 7.x-1.x-dev (2014-Jun-25).
