README.txt for Panels 3 is still written for Panels 2 and link to documentation is broken

Panels 2 or 3?
If I understand correctly 6.x-3.10 is a Panels 3 version of Panels, in which case the README.txt saying "Welcome to Panels 2" and "Panels 2 is a beast" is wrong.

Link to documentation?
The README.txt file does not give any documentation (which is OK, since it does attempt to point to where the documentation can be found). However, the link given is broken:
http://doxy.samboyer.org/panels2/

For me, this gives: "Not Found" The requested URL /panels2/ was not found on this server.

I think what should be written in the README.txt is:

Welcome to Panels 3.
