being a normal group member restricts group reference widget options

I have the following situation:

- I have an OG override permission which gives me 'act as member' in the group type
- I am also a member of the group 'Foo', in the normal OG way
- I go to create group content

Expected: I see a list of all groups in the group audience field widget
Actual: I see only the group 'Foo' of which I am a member.
