I don't know if everybody would agree with this idea. Here's my thinking:
A person may belong to more than one OG. So, that person would be able to see multiple Forums.
It would be confusing if there were more than one Forum with the same name.
It would be much easier to tell them apart if they were nested inside a Container.

I'm thinking that when an OG is created a Container should be created as well. (That's a separate issue)

One major shortcoming I still see though, is how the person could tell the Forums apart from the dropdown when adding a Topic? There is another issue with a patch that proposes to detect and automatically fill in that information. The forum functionality already sets the topic to use the forum to which it is being added. Would we want to disable changing the value in the dropdown? Hmmm . . .

Thoughts please!

No issue with the select dropdown when choosing a forum. The forums are shown nested inside their containers. We definitely do not need to disable changing the value.

I'm reading over the README.txt for the original (6.x-2.x) OG Forum module and it did have a couple options for dealing with containers. One option was to have a container per OG that would have the same name as the OG. The other option was to have just one master container.

From the README.txt

DEFAULT FORUM NAME
When a new group is created, or during the retroactive forum creation function, each
group is given a forum container with the term name of the group's name as well as one
default forum. Normally, the default forum is called "General discussion". You may
change that name here.

CAVEAT - Having the container name the same as the group name makes it easy for people
to find the group's forum in a site-wide listing of forums like at the 'forum' URL.
This container's name will change as the group's name is changed.

GROUP FORUM CONTAINER
Rather than have all groups' containers and forums show up at the site-wide level, you
may designate another (pre-existing) container for all group containers to be placed in.
This alternate container may be any number of levels deep in the forum structure. To
use this feature, check the box and select the container.

Note: I'm not addressing this whole container issue, yet.
