Webform Element settings must be fixed

Problem/Motivation

When adding an Office Hours field to a Webform, the 'Element settings' must be set to 'Limited to 1'.
Otherwise, the element will behave different from the normal field.

Proposed resolution

Set the 'Element settings' to some fixed values, and disable the input.
