Is this possible with Multiselect?

hello.

I am looking for a feature on my site something lige this:

A list that shows the most used tags, maybe taxamony can be used?
the user can select an free amount of tags
only the results that has all the tags shows up.

So if selecting Patato, milk and butter
I do not want alle the recipes that has patataos in it but only results that has both patatos, milk and butter.

Any one knows if it is possible with Multiselect?
