Why is there no option for the private files system?
Isn't that a security issue even for development systems?

You should only be using this on a local development site, so nowhere where public files are a security issue.

I know. But still also development machines are in some network...
Would it make a difference to just use private:// ?

I think it would be better to ensure your development machine has a firewall on it... in my experience, local development sites tend to had an admin account whose password is 'password'!!
