Problem/Motivation

The class LinkConfigurationStorage haven't a config export defintion.
The menu items can't saved without config export,

Steps to reproduce

  1. Use the 8.x-1.x-dev with Drupal 9.
  2. Save a menu item with token

Proposed resolution

I created a patch to solve the problem.
