Help! What am I doing wrong here?

I have a need for a widescreen format image (220x124). The underlying image is a transparent based PNG which is not widescreen, so needs to be shrunk to width and then cropped in height, and keep its transparent background.

I first just tried a scale and then crop but it wasnt transparent and I got bars as the ratio is slightly different. I then did a canvas with a transparent layer first but got black bars with the centre being transparent (e.g the original image).

What am I doing wrong? I finally got it to work but with a scale, crop, 2x canvas which seems excessive to me.

I would love some suggestions please.
