Is there a functionality which covers importing/exporting/syncing of Taxonomy terms, similar to UUID Features Integration for Drupal 7?

Features deals exclusively with configuration and so won't include support for content entities such as taxonomy terms.

The Default Content module includes support for taxonomy terms.
