Code should pass coder module review [#1263998]

Currently the head 7-x branch has several errors when run through the coder module. Most are trivial (white space, minor documentation issues, etc.) but some are reported critical. Even though the critical issue is a false positive, best to address it to keep things clean going forward

I've submitted a patch that addresses all coder reported errors, with one exception thats due to a functionality bug (thats being addressed in issue #1264008: The "delete" link is currently missing from the blocks listing ). This is good and done
