Is it normal that /core/assets/vendor/ckeditor/ckeditor.js?v=4.10.1 is loaded for anonymous users, when CKeditor is not assigned to anonymous users under 'Text formats and editors' ? I'm trying to streamline overal loading, performance and the aggregation of js files and for some reason ckeditor.js is not aggregated with all the other js so I noticed it being loaded though not being logged in..

No, that's not normal. I even added an explicit test to ensure that we load zero JS for anonymous users: \Drupal\Tests\system\Functional\Common\NoJavaScriptAnonymousTest, added in #2120457: Add test to guarantee that the Standard profile does not load any JavaScript for anonymous users on critical pages, 5.5 years ago.

Please provide steps to reproduce this!
