Not sure how to approach this. The queue and batching is the easy part, but I think the main challenge here would come from incorporating this into the process of adding moderation to an entity type. Keep in mind, this can happen from both the UI and as the result of a config import.
My initial feeling is this could be initiated by a hook_workflow_update/save and then batch processed on cron.
