I don't now this is error or it is normal.

If you have Profile and Theme whit same Machine name, and Profile need to do default theme, curent theme.
Then.
In your Drupal theme can see libraries. You can't add css and js in theme.

Add in .info
libraries:
- mytheme/global-css

and in .libraries.yml
global-css:
css:
theme:
css/main.css: {}

Result:
Nothing change main.css don't exist.

Profile machine name is 'mytheme'

This isn't supported - both modules/profiles and themes can define hooks, so you would only be able to define hook_form_alter() in one of them.
