The pager is shown then views has no results.

To reproduce:

  1. drush si standard -y --account-pass=admin
  2. drush en -y devel_generate
  3. drush generate-content 50
  4. Navigate to the site home page.
  5. Navigate to the path /node?page=100

Our views don't have 100 pages of result but the pager appear in bottom region of views with ‹ Previous Page 100. ‹ Previous link redirect to path /node?page=98 that also don't have results.

Confirmed. This issue partly exists for views in drupal 7. However there the pager works properly. Checking.

I tested this on 9.3.x and was not able to reproduce this error. I followed the steps given in the Issue Summary.

Therefore, closing as cannot reproduce. If you are experiencing this problem reopen the issue, by setting the status to 'Active', and provide complete steps to reproduce the issue (starting from "Install Drupal core").
