To reproduce this do a standard install, put the search and tools blocks in a sidebar and view a page as anon user - layout is broken, you have the wrong layout classes printing on the body element because those regions are not empty.

afaict permissions does not allow stuff like anon users using search etc, but the blocks do not know about this, they allow all roles. You have to manually set the by role configuration in those blocks to prevent the layout breaking.

The way I see this its either a config issue, or a usability issue, certainly it had me scratching my head for a minute.

The visual bug sounds like a dupe of #953034: [meta] Themes improperly check renderable arrays when determining visibility

Can you confirm?
Also this should use the issue summary format.

Possibly Tim, I'm not entirely sure about it, I did run a quick test using set and render in the template but it crashed Drupal, then I ran out of time, I can do some debugging later today on this. I'll use the summary format, my apologies, I was in a bit of a hurry.

Thanks Jeff Burnz for creating this issue.

As part of the Bug Smash Initiative, we are triaging issues that are marked "Postponed (maintainer needs more info)". This issue was marked "Postponed (maintainer needs more info)" prior to the release of Drupal 8.0.0-rc1, which is very different from subsequent versions of Drupal. Since there are no clear steps to reproduce that have been identified since 2015, I am marking it 'Closed (cannot reproduce)'.

If anyone can provide complete steps to reproduce the issue (starting from "Install Drupal core"), document those steps in the issue summary and set the issue status back to "Active". Thanks!
