I create a new View mode to my node type (Content), it's called Frontpage (machine name: frontpage). After that I enabled it on node type edit page, "custom display settings". I press Save and the enabled view mode is missing from the secondary tab.

But if I go to 'admin/structure/types/manage/[nodetype]/display/frontpage' url, the form is ready, and I can sat and save it.

Just reproduced this bug. I can confirm that the extra view mode tab(s) for custom display modes are not appearing.
Not working in Manage display for:

  • Nodes
  • Comments
  • Users
  • Taxonomies
  • Custom blocks

After cleaning caches everything is working as expected.

I tested this, following the steps in the Issue Summary, with simplytestme on Drupal 8.9.11 and was not able to reproduce the problem.

Therefore, closing as cannot reproduce. If you are experiencing this problem reopen the issue, by setting the status to 'Active', and provide complete steps to reproduce the issue (starting from "Install Drupal core").
