I have a fake form with the ENTER EXIT buttons replaced with YES NO. I can get it to work fine with all IE browsers and chrome, but not with firefox. Clicking the YES / Enter button does not close the window, but it does set the cookie, and if you go back and try again you will be let into the site - view the problem here: http://www.w3designtest.org/health-professionals

Please, try this :
Text instead of image button
Set disclaimer defaults settings (backup first)
Disable javascript aggregation
If nothing works, let javascript aggregation disable, i'l take a look.
