The CC REST API recently updated their service to add better support for the CC0 and Public Domain Mark licenses. Here is a patch to accommodate for the changes to the API that will group the select options of available licenses so that the public domain licenses are properly listed.

- update nodes which have the hard coded CC0 and Public Domain
- update users who selected CC0 or Public Domain as their default license

PanchoNote that this one has been already committed. However we're still in need of an upgrade path and need to port it to D7.
