Last order is within X minutes restricted to orders with status 'compelted'

The code for the 'Last order is within X minutes' rule component is only checking orders that are set to completed. This doesn't help when the previous order from the user was marked as fraudulent and placed in a pending state.

I feel like an alternative approach would be to add a field in the rule component where 1 or more order statuses can be selected.
