Unable to install Commerce Checkout without "default" product type and variation type

Unable to install Commerce Checkout due to unmet dependencies: core.entity_view_display.commerce_product_variation.default.summary (commerce_product.commerce_product_variation_type.default)

Steps to Reproduce:
- Remove product type and product variation type with the machine name "default"
- Attempt to install Commerce Checkout module.

I'm not sure why it is required to have the "default" part type and variation in order to install this module. There are other part types and part variation types enabled.
