This very module - Comment Mover - is one of the modules that most clearly points out the reality (and timewise/effortwise/moneywise) risks of Open Source projects. It is worth a study in itself, with all its related discussions and dilemmas - some very Drupal specific, others more generally apliccable.

Over at https://www.Content.cat there is a professional community project under establishment, which aims at letting us finally "get there" in terms of stabilizing the platform for efficient and flexible Content Management.

That project will put the kind of flexibility that this module was _meant_ to provide at the forefront of its priorities.

I mention this here, as that project is working on a 10-year (!!!) D7 distribution platform as a series of maintained, stable modules, most likely including the D7 version of this module, if the maintainer is interested. Being a professional, premium community, business-style funding for further development is part of the plan.

I'm sorry I didn't get your idea about the 10-year distribution - why developers will work on your distribution harder then on the projects on drupal.org?

Neverless, I want to post here, that I'm not planning to further extend this module with a new functionality, I think the current 7.x-1.0 stable release has all we need.
However, I will maintain the module if someone will have issues with the current functionality.
If you want to participate and extend the module or fix some bugs - wellcome to our issue queque, submit some patches, the most active participator I will make a co-maintainer.
