When unchecking the option "Show create links for each allowed book content type" all users with "Add pages to personal book" see this link.

I can't seem to reproduce this scenario unless a user also has core book privileges in which case they can add content to any book.

Can you please provide more information on how to reproduce. From reviewing the patch it seems to be functionally equivalent. Maybe I'm missing something?
