I installed drupal in standard mode installation profile. I always type the admin/biblio/config in the address bar to enter Biblio settings page. So, I created this patch with reason: as shortcut on configuration page. :)

Adding shortcut for any module settings ui has alreay available in drupal 7 (if you enabled "Shortcut" module in the core). When entering settings page (i.e. /admin/biblio/config) click to the plus sign (+) at the end of "Biblio settings" main strings for adding this shortcut under the the top menu.

the problem is limited number of shortcuts. to solve that problem could have display block management. and this is just a idea only. :)
