Check all box checks 4 boxes on previous page and more

If I check the check all box, 4 items on the previous page get checked. If I save and return to the previous page the top 4 items are unchecked. The missing checks more or less multiple as I try checking all on other pages. That is the first issue I am having.

I am not certain if this is related to this issue, but I am also unable to send a test email to a single checked user.

I am using 6.19 with lots of modules. I had to disable the 6.x-2.x- versions because of a module conflict. I can't tell you at this time if any of this is related to a conflict with another module. I see no errors in watchdog.
