Not sure what causes this, but it doesn't produce any PHP errors or other errors in Drupal.
On certain pages of the admin interface, like the Status Report page, the administration menu disappears due to an "Uncaught Reference Error". On other pages, it seems to work fine. Not sure what causes this.
In any event, please see the attached screenshot on my page in Google Developer console showing the thrown error.
And yes, I already have it set to "Do not use AdvAgg or any aggregation in the admin section." In fact, if this setting ISN'T checked, then the admin menu doesn't appear at all. I'm not using Adminimal - this is simply the "Admin Menu" module.

For anyone else with this problem, go to the Administration Menu settings and UNCHECK "Cache the administration menu in the client-side browser". The problem goes away.
