Create a 6.x-1.0 release

Ok putting together a bit of a larger list here. Borrowing some of the issues from: #314433: Activity 6.1 & 5.4

Some issues are D5 only or will only be addressed in a D5 release after a D6 release is stable.

Not all issues here will necessarily be addressed in a new release. This is a guide for the developers to work off of as they move towards a release.
