Step 9 in the UPGRADE.txt file states "Verify the new configuration file to make sure it has correct information."

I know this statement sounds simple and straight forward, but it is way too presumptuous for me.

What exactly does it mean?
What is the "new configuration file" being referred too?
And how do I "verify it to make sure it has correct information"?

open your old settings.php file
find line $db_url (this line holds your DB connection information)
copy and paste the entire line to your new settings.php file where $db_url lives.
