Offering to co-maintain Simple Cron

I would like to co-maintain this project. I do not intend to change the functionality; however, would like to resolve non-feature requests in the issue queue including updating the module for compatibility with Drupal 11. I am the maintainer of a fair number of projects, have security coverage opt-in ability, and have added and maintained test coverage in numerous modules.

Motivation behind request: At my agency I use this module in a number of projects and like the simplicity of the module + its ability to handle queue overriding and control. Using it across a range of functionalities means I will actively need to keep it up to date for newer versions.
