Add a drush command to download the database.

Remaining tasks

  1. Add license to visitors_geoip.settings
  2. Update settings form for a license. Change file to a directory.
  3. Create Drush command
  4. Update .tugboat/config.yml

User interface changes

Update the settings form to validate that the database files exist or the directory is writable.
If an account and license are provided, validate them by authenticating; check the latest database version.

visitors_geoip.settings.license

This issue was resolved. A new release, 8.x-2.17, will be made soon, May 31st.

This is an excellent opportunity to beta test the dev branch, and report any issues.
