Discussed this with @andy-blum, @bnjmnm, @ckrina, @shaal and @ckrina. We did some testing on various devices to understand the status quo. It seems like the scrolling behavior is acceptable and we thought it probably shouldn’t be a stable blocker.
Regardless of that, it’s something we do want to work on. We had some ideas that we could try out which included changing how dropbutton trays are positioned.

The 2nd @ckrina in the above comment was me (although I'm quite not that cool). The thought was that we can position the dropdown against the so it will show above the overflow clip. We'd have to do a bit of work with JS, but it should be possible.
We can also use the popperjs library in core. That would require significant refactoring.
Our thought is that we can test this out using the splitbutton component that is under development

Split off from #3191682: Ensure that Olivero's focus states are visible and accessible in Windows High Contrast mode This is very similar to #3223271: Olivero: Select dropdown icons need more contrast in Windows High Contrast mode The tabledrag icon doesn't have proper contrast in high contrast / forced color mode. This issue was originally created under the Olivero theme, but because this issue is present in all themes, it should be fixed upstream so all themes (including custom themes) can inherit the fix. Testing Instructions Note that you need Windows to test this out (for high contrast mode). Replicate the problem Login to Drupal and visit /admin/structure/types/manage/article/display. Note the tabledrag icons.

Claro: display the vertical scrollbar when many results are returned by linkit
Problem/Motivation When using the linkit, it is possible to use linkit also on the link button in CKEditor. In this case, the default link field is replaced with an autocomplete field. The results window has a maximum size; if many results are returned by linkit, a scrollbar is displayed. This does not work when using Claro as the admin theme, as the scrollbar is hidden. Hence, only the first 8 / 12 results are displayed to users; all the other results are hidden.

There’s work that needs done on the linkit module to make it compatible for installation & use on D10. We need someone to get that working before we can test the D10 patch.

Problem/Motivation WCAG 2.1 introduced success criterion 1.4.12 Text spacing: In content implemented using markup languages that support the following text style properties, no loss of content or functionality occurs by setting all of the following and by changing no other style property: Line height (line spacing) to at least 1.5 times the font size; Spacing following paragraphs to at least 2 times the font size; Letter spacing (tracking) to at least 0.12 times the font size; Word spacing to at least 0.16 times the font size.

for broader discussion. i've asked in #28 (https://www.drupal.org/project/drupal/issues/3088562#comment-14423595) if it would make sense to mind the the contrast ratio for non text componets like outlines of fieldsets and for example border-bottoms of tables and so forth. at the moment there are quite a few occasions the ratio is under 3:1. and those elements give these pages the visual structure

Problem/Motivation Use this issue to track Claro's conformance with WCAG colour contrast success criteria: Success Criterion 1.4.3: Contrast (Minimum) (Level AA) Success Criterion 1.4.11: Non-text Contrast (Level AA) Proposed resolution Identify contrast problems occurring in completed parts of Claro (not yet complete parts such as toolbar do not need addressing). Create child issues to address these and document them here.
