Hi when adding posts on drupal: Forum posts, comments or elsewhere.There is an option to add a file to the WYSIWYG editor.
The file says 'URL (must be hosted on Drupal.org, upload with “Add a new file”)'. Where is the add a new file option?

for forum posts you can't. You must use a 3rd party and upload there and simply add the link to the body of a post or comment field. ie do not use the editor img button on forum posts unless your image is already on drupal.org (in an issue for a module , in a development sandbox etc.).

Your solution is to do exactly the opposite:
* Hosted not on drupal.org
* Not uploaded using "Add a new file"

I know what that note says but your image ISN'T hosted on drupal.org ; ) The editor does not allow uploading into forum posts. If the image was in a project and uploaded to drupal.org then it would be hosted on drupal.org and you coluld use the url
