Menus
Menus are a collection of links (menu items) used to navigate a website. The menus currently available on your site are displayed below. Select a menu from this list to manage its menu items.

Navigation
The navigation menu is provided by Drupal and is the main interactive menu for any site. It is usually the only menu that contains personalized links for authenticated users, and is often not even visible to anonymous users.
Primary links
Primary links are often used at the theme layer to show the major sections of a site. A typical representation for primary links would be tabs along the top.
Secondary links
Secondary links are often used for pages like legal notices, contact details, and other secondary navigation items that play a lesser role than primary links.

This is all I get.

Can you tell me where I need to go for the tabs to add menu and to check my settings.

I am convinced that I have the intial account for the site.
My account is the eldest.
The first on the list.

still no tabs.

anything will be of great help.

Is there anything in your log files that would give a clue to this? Can you temporarily disable some modules via the database to see if this is memory related? Are you using a theme that might not be displaying what you need? Finally, can you afford to do a reinstallation? I confess I have never heard of something like this. Anyone else out there?

I did the reinstallation by uploading the drupal core.

Then I started by...

disabling all modules.
enabling the menu module.

Still no avail.

you disabled all modules and enabled only the menu module? double check the database and make sure your modules are enabled.

Thank you all so much I think I figured it out.

Got rid of downloaded modules,
by deleting the modules folder.

Uploaded the core.

And viola.

Probably not the best way.
But when one is learning, has individual installations for three or four sites.
Still is learning to take the baby steps the drupal way...

When you can imagine.
