Enabling the core Forum module may be a start.

The Drupal 8 core Forum module lets you create threaded discussion boards, called forums, on your site.

And this guide looks OK: https://hostadvice.com/how-to/how-to-set-up-a-user-forum-in-drupal-8/ - just ignore the hosting ads.
