I am trying to preview a page that I am creating, however I always receive the following error:

Method Not Implemented

POST to /beta/ not supported.

The error however goes away whenever I post without an <img> tags. I am using the Full HTML entry method, and I'm the administrator on the site. Also users cannot change their password.

Any thoughts?

You should check if Apache mod_security is enabled on your server. I ran through the same problem while trying to update my D5 install a few day after my sys admin enabled mod_security on our server. Some mod_security rules should be checked.

I spent some time to find this so hope it will helps others.

In my situation, this is caused by the content of the page I'm trying to save. Specifically links.
