In drupal 8 it is no longer possible by default to disable modules without a contrib module like Disable Module or Configuration Split.
Since the Disable Module recommends using Configuration Split, I was wondering if it is possible to disable modules in the same way that it was possible in Drupal 7 if Configuration Split (using the Module Filter UI) is installed.

I think that there are no reason to make install/uninstall modules unavailable if Config Split is enabled.

Know it's been 5 years (I just took over this module today), but wanted to address this.
But unfortunately that functionality is not possible via the module filter page and seems to be out of scope for this one. But the UI for configuration split is super simple to use (all be the workflow can be tedious at times).
