Plan for Backup and Migrate 7.x-3.4

I suggest a feature freeze for the 7.x branch going forward. As you are aware, @DamienMcKenna, this module has suffered from lack of resources over the last year, and our new maintainer Alex Andrascu is focusing his efforts on the port to D8. You'll see dozens of feature requests for the 7.x branch in the queue. I think that feature requests worthy of consideration should be moved to 8.x-4.x-dev in order to conserve resources. As Dries presented on September 26, 2017, at DrupalCon Vienna, Drupal 8 is becoming the go-to version. A screenshot of his slide with the rate of D8 adoption is attached. The migration to D8 will only continue to increase in coming months.
