Run drupal_alter() in _advagg_build_css_path() [#2868768]

We are leveraging drupal_alter() in _advagg_build_css_path() so advagg inserts custom absolute path for background images into aggregated CSS.

Could you do the same using hook_file_url_alter? Provide a quick example stringA -> stringB
