Has the process for adding HTML to a block changed in Drupal 8?

Here is our documentation for adding our embed code to the footer, but it was using Drupal 7. A customer today mentioned that they followed these directions, and their HTML code is showing on their site (it shouldn't).

We're working on getting an D8 install up and running to take a look ourselves and adjust our documentation if necessary, but thought I'd check here first in case someone knows the answer off the top of their head.

if code is being displayed rather than rendered the indication would be that the the text format or the filters on the text format require a look see.

Also worth noting that when pasting code to ensure that any editor (ckeditor in D8) is disabled.
