Is it possible to move the simple menu bar from the top of the site to "header region" (or some where else)?

You might try 'nice menu' or 'dhtml menu' or so forth, and add the Navigation menu to one of the regions.

Yes. Go to Site Configuration / Simple Menu the Advance Settings.
The default setting is 'body', but if you change that to something like '#navbar' and 'Prepend' that might be interesting for you.
