Is there a way to create a permission group that allow certain roles to only edit content using he In Place editor? This would be very useful for lower-level site contributors who do not need to see all of the variables of content editing.

no. If a user can quick edit a node they can edit a node. There is no difference between the two modes of editing. The quick edit feature sits on top of the already existing and singular edit form/permission.
