Problem/Motivation

Since this issue was committed #2400143: Bulk form actions display action message in the confirmation form, when you don't have permission to do the action it give you the no permission error and the action was applied to the item message, this last message should not be shown.
In this issue the change the behavior and now it does not check if the action was applied to any item.
