[maxlength] Maxlength

Here is my Initial version porting maxlength to D8 https://github.com/mordonez/maxlength

People are using it in production already, so I would consider the port to be "ready", of course more things needs to be worked on / fixed, but at least there is something.

There's not any release candidate out so as per the issue statues on the project page this issue will be in N/W. we need either an alpha/beta to put this issue in N/R

Well, I didn't set it to needs review, I'm just saying that for practical purposes people can try it out. To be honest though I would prefer a working module over a arbitrary set version tag.

There's a beta release now.

There is now a release candidate.

Updated the issue summary since it was out of date:

- code is now on the project page
- no longer a dependency on maxlength_js
- D8 roadmap issue has been closed, so marking that as completed

If anyone who is doing this work wants to update the sections on estimated completion date, who's doing the port, or what help you need, please do so.

Adjusted roadmap. Obviously, not completed as there is no stable release yet. The issue for the initial beta is closed, no further information is available.

This project has now a stable release (2.0.0).
