On report page on incremental upgrade, show only what will be run

Follow-up to #2568951: Option to incrementally upgrade

Right now, when returning to the report page if an upgrade has previously be run, we show all migrations - we should try to identify and show only those with new content to be upgraded (and ideally alter the list of the migrations so we only run those, instead of running everything).
