Follow-up to #2567119: [meta] What to do when upgrade has already been done?

If an upgrade operation has already been done, offer the option to rerun (adding any new migration configurations, and running all migrations to get new content).

The basic functionality is done. I included selection between this option and rollback, even though rollback is not yet implemented, to get feedback on the general UI around this choice. There are a couple of followup tasks suitable for the Barcelona sprint I'll add as children.
