If an upgrade operation has already been done, offer the option to rerun (adding any new migration configurations, and running all migrations to get new content).

mikeryanThe basic functionality is done. I included selection between this option and rollback, even though rollback is not yet implemented, to get feedback on the general UI around this choice. There are a couple of followup tasks suitable for the Barcelona sprint I'll add as children.
