panopoly 7.x-1.23

This release includes a fixes for multiple critical and less critical security vulnerabilities in Drupal core and the jQuery Update module:

Beyond the security update, this release also includes a number of bug fixes, and module updates (Features, Radix Layouts, and Menu Block).
