Following these really very clear and simple instructions I nonetheless snafu out of the starting blocks.
Versions:
wampserver2.5-Apache-2.4.9-Mysql-5.6.17-php5.5.12-64b
Drupal 7.34
Windows 7
Chrome, Firefox
Step 9 is where it fails. I see my 'project' (named practice on the localhost splash page) and when I click on it I get the message "This page is not available". The url window says "practice/" .
I've reinstalled everything several times.
I've explored all options of restarting all WAMP services, rebooting laptop.
I do have Skype and followed directions to uncheck port 80 box from step 7. I have verified that the box remains unchecked and generally do not run Skype.
There are minor discrepancies between the directions (e.g., Step 5 Putting WAMP server online) and what happens on my screen (WAMP server is already online) and I would be glad to list them if they might give any clues.
